POSITION SUMMARY

The Referrals Officer works under the supervision of the Director of Intergovernmental Affairs in dealing with Land Referrals and proposals for Benefits Agreements received by WFN.


EDUCATION/EXPERIENCE

  • Bachelor’s Degree (preferred) in Native Studies, Political Science, or related field.
  • Certification in Local Government Administration or equivalent work experience preferred
  • 2 years of experience in referrals considered and asset
  • Experience working with indigenous communities/people considered and asset
  • Equivalent combination of education, training and experience may be considered

  • Criminal Record Check with results acceptable to WFN
  • Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation.

JOB DUTIES/RESPONSIBILTIES

  • Receive, and respond to Land Referrals in accordance with WFN policies and procedures
  • Communicates to industry and government, WFN’s procedures and policies for consideration of Land Referrals and proposals for Benefits Agreements
  • Research WFN and Okanagan Interests and use within the Okanagan traditional territories and WFN Governance Area
  • Coordinate work of consultants and staff researching aboriginal interest and use within Okanagan traditional territory and WFN Governance Area
  • Prepares responses to the land referrals and maintain an organized record of land referrals and negotiation of Benefits Agreements
  • Provide assistance to the Manager of the Intergovernmental Affairs on issues related to the Okanagan traditional territory and the development activities within the WFN Governance Area approved by the province
  • Participate, or take the lead in negotiations with industry and government as directed by the Manager of Intergovernmental Affairs
  • Work closely with Intergovernmental Affairs Staff in developing policies and procedures for WFN to deal with land referrals and benefits agreements
  • Build, support, and maintain a positive working relationship with governments, industry, First Nations, and First Nation organizations
  • Coordinates and attends meetings regarding land referrals and Benefits Agreement
  • Uses the Referrals Tracking System software
  • Performs such other duties as the Manager of Intergovernmental Affairs supervisor may from time to time deem necessary
  • Performs all duties and responsibilities in accordance with the Westbank First Nation policies, standards, and procedures and as directed by the Director of IGA Title & Rights

KNOWLEDGE/SKILLS/ABILITIES

  • Strong background and understanding of Aboriginal Issues
  • Strong Negotiation Skills
  • Knowledge of Westbank First Nation
  • Ability to read and interpret maps
  • Strong research skills
  • Intermediate computer skills
  • Basic understanding of the Referrals Tracking System software program
  • Excellent written (the ability to compose letters and reports) and verbal communication skills (ie. Friendly, personable, and professional)
  • High attention to detail and a high degree of accuracy
  • Ability to prioritize and multi task in a fast-paced environment
  • Ability to work well independently and in a team environment
  • Knowledge of Public Administration and structures of various levels of government
  • Professional attitude and appearance
  • Able to travel to job related meetings or events as necessary
